AMDEA has commented on the draft Guidelines for Networked Standby and suggested some domestic appliances examples to DECC (the UK Department for Energy and Climate Change).
The document says that TVs supplied with a remote control are considered as a single functional unit so the interface between them is not considered a network connection. However, where appliances are controlled via apps installed on a smart-phone or signals sent from other sources over wireless connections the “single functional unit” criterion does not apply.
It looks as if some “smart” functions would also be caught by the networked standby mode definition and AMDEA has asked for this to be clearly explained too.
